Seems that network providers want to sell priority for bandwidth, with potentially disastrous results on the little guy.

Where can i vote to disallow prioritizing of network traffic? :-) As for me it will be a great problem for users... i already have this problem with my ISP in my city (illegal redirects, etc). So we must fight against it :-)

I finally figured it out... these are "asides". The lame thing is that the aside's text does not show up above the comments.
